Why is it the McKinney-Vento Act?

Stuart McKinney (Connecticut) was the chief Republican sponsor of the 1986 legislation containing Title I of the Homeless Persons' Survival Act -- emergency relief provisions for shelter, food, mobile health care, and transitional housing. It was introduced as the Urgent Relief for the Homeless Act. After McKinney died, the act was renamed the Stewart B. McKinney Homeless Assistance Act (P.L. 100-77). President Ronald Reagan signed it into law on July 22, 1987.

Bruce Vento was a Minnesota Representative who worked with McKinney and co-authored the Homeless Assistance Act. He was a lifelong advocate for the nation's homeless and received many honors for his work. After being diagnosed with lung cancer, Congressman Vento decided not to seek another term. He died on October 10, 2000, just after his 60th birthday.

When the law was reauthorized as part of the No Child Left Behind Act of 2001, the name was changed to honor both Stuart McKinney and Bruce Vento. This law is their legacy.
